i just noticed theres noone with a regular assault rifle.

sam looks like a officer. he should know strategy, so lets save him for last, assuming he can see the battles. hopefully he will be able to salvage the battlefield for actual guns.

rose will become charcoal if she doesnt ditch the flamethrower after the first or second encounter. without weapons in the battlefield, she should go fourth at least.

midori, domonic and janine are packed for short range engagements, id say we could make due with janine.

scott, jose and henry use specialized heavy weapons, so they should go after we figure out how to act. hopefully there will be weapons in the battlefield for their use.

Well, it seems that Jose's rocket launcher is still operative and is loaded. Midori might have a chance at getting it first, but otherwise it might be a bad choice as she seems to be little fragile.

Rose might be good choice, but I am not too sure how fire-resistant Zane's armor is. So bluh bluh.

Janine or Sam might be good options. They carry pretty light weaponry, and seem to be in good condition. Domonic too, but it really depends in how good condition Domonic is.

Rose: I doubt a flamethrower would be effective against shields, but it would suffocate and blind the target.

Domonic uses frag grenades, as in, comparatively small concussive force with the overwhelming majority of damage coming from shrapnel. If Zane is still under the pile when Domonic gets out there, the grenade won't be particularly useful since the rubble will absorb most of the force and block the vast majority of the shrapnel. Janine can poke through the rubble with her shotgun and get a similar effect to the grenade with better odds of success. If Zane escaped from the pile, grenades are still less effective against armor, and can be thrown back. Another good choice here is Peter. Camp out on the far side of the arena and pick Zane off when she gets out of the rubble.
