It's no big deal that you lost your staff. you can still preform hand magic even though it's weaker and this isn't just any robe that can be considered as 'a dress', this is an Elven Superior robe so in general your pretty important to the Elves.

No you can't. hand magic is really weaker than using a staff so you can't repair them :( .
