The Levy would help with that, it halves the costs of recruitment allowing us to get more troops faster. Also our secondary goal is to make sure the leklos we have are skilled so providing them more incentive helps with that.
Purely based on stats and not the political connotations the Levy is good too because they all require us to pay for maintenance however the levy halves the cost of recruitment which is a big help with our current objective.

Recruit and train a standing defensive army, If we are to bring armies to the doors of others then armies may just arrive at our doors. We need to fortify ourselves so that when all hell breaks loose we don't break with it.
Fortify our city and prepare defensive measures and make sure we have tons of troops in reserve at our cities not only to defend but to reinforce attacking armies as well.
See if we can't get some engineers working on making ballistas or catapults on and around the walls to be able to fight off armies before they even get close. We can put the catapults inside the walls and shoot over them, we should also make sure to put in failsafe measures on the ballistas so that we can make them useless if the enemies take the wall.
A more questionable idea of mine is to have our engineers design some sort of trap above our gates, put large rocks tied to the gate by a net and we can crush anyone trying to break them down.
So yeah, get some engineers working on defenses and recruit and set up a reserve army. Maybe have each leklos switch for who's on reserve so they all have experience in the field.

When you start discussing possible defenses, Aligos mentions the Voraklat nest had grown to considerable size, and while not perfect, the adolescents can pass as a Rezan in dark places. They could be used as a harassments or ambush force in place of turrets that can be destroyed by a karver.

>Sarcra had historically been Rezruton under the Howot family, until it was replaced in a 'quiet' coup by the family of Hishos, power slowly being granted to the Resilkem-descended concubines of the last Howot Patriarch. Hishos had reformed Sarcra from a mining town to a bastion against Vot Gamavo. Their strategy had worked for a time, trade and support from Rokof letting the family grow in size and strength. The collapse of the Deinoka line, and the silence of Gamavo has lead to hard times as money and supplies meant for Sarcra were redirected to other families.

We are sitting on 6 units of Gulpa. We could use them to "scout" ie send them to raid the siege and see how many come back.

You send out the gulpa to scout the siege. They return with a report that the army is not another Yishic mob as you had initially suspected, but an army of another family. It is made up almost entirely of soldiers of other nations, pressed into service, at least three leklos worth of manpower. Most notably is the leklos comprised of mostly Jassanid Saifsashala caste.

But most worrying are the banners they carry.

They carry the banner of Sarzolig.

I have to agree, we shouldn't attack as it would put us in a position of unnecessary loss, even if we could defeat this siege we'd take a blow to our army in the process, while we might lose an ally it's best to consolidate our own strength. For now we should keep watch of the siege and keep well informed on how it's progressing.
There's also the fact that a cornered army fights fiercer than an army with an escape route, if we pin them here we might be able to take them out but the damage dealt to us and the city they're besieging would make the victory worthless.

With the discovery of the gretling vein, we can work the gemstone deposit as an economic resource instead of a strategic one. Build the gemstone mine and pass Entice Artisans. If we can both mine and cut gems, we'll make shit loads of cash. We may need a loan as it sets up, luckily our patron is THE loan guy.

Meanwhile...
In order for us to fulfill Rokof's request, we can't keep Aligos stationed at Ozuva forever, we need to break this siege and take out the bandit fort.
We should also purge our Gulpa, as on demand raiders it doesn't make sense to pay for thier upkeep.
This gives me an idea.

Send Tool and Kavonika to join up with Aligos, and send Aligos and his Leklos to break the siege at Sarcra. Rotate in some troops from Kolchaff and our garrisons to Orzov's defence while the operation commences.
Burn 500 kushel to equip the Gulpa with suicide vests, and send our 6 units of Gulpa as a vanguard in front of our Leklos to bring chaos to the enemy! Timed properly, the enemy will be in complete disarray when our army arrives.

Prisoners, while welcome, are an optional goal. Your forces spread through the city like a cleansing flood. Slave-solders are goaded forward by Karver handlers, forced to fight even if they are unwilling. Aligos determines the Karvers a priority target and your own warriors switch tactics, holding the slaves in a bog of bodies letting the more skilled elements navigate around their masses and killing the magic users in the back ranks. As soon as the handlers die, surviving slaves throw down their weapons and surrender.

This change in fortune has rallied the Hishos defenders, pushing out of their fort, and trapping the invaders between your hammer and their anvil. It is a blood slaughter. Slaves are cut to pieces, karvers are bisected by Aligos, chopped by the veterans, or reduced to paste under Tool's rampage.

We have our suspicions regarding these forces, if they're not actually theirs then we are doing them a favor, if they are theirs they has most certainly allied with an untrustworthy force and it would be better to backstab them before they backstab us.
This way instead of maintaining "friendly" relations with someone who has most likely been bought out by someone else we have an ally who owes us a debt from this encounter, don't think we don't see how poorly you're fairing, you would have been wiped out if not for us. "I don't have evidence of it, but I'm starting to think so. Someone from Vek Sotao, or another power is moving forces through that province into Vot Tikve. I hate mysteries" Aoa's eyes light up, as if she remembers Aligos is there. "It seems you are our allies, at least in uncovering this scheme."

"See? They are friends" Aswanei stands to Aoa's side, patting her shoulder. "You don't need to be suspicious of everyone."

"Maybe" Aoa grunts. "Maybe not. You came to aid us Taruvik, but what is your plan now?"

4, Marriage and integration.
In any other situation, marriage would be overkill, and client status would be preferable However, our ever growing laundry list of concerns has become untenable with our unstable economy. We need to integrate Vozu and Ozuva, to do that we need to build a mine and weaponsmithing industry, while taking down a fort, while supplying troops to Rokof while maintaining enough of our own to prevent disaster.

Marriage will allow us to fast track the process.

Aoa speaks. "Aligos has told us of your plans, what the lord Rokof has ordered you to do" she pauses. "It takes more than conontrolling cities. You need to control the families. That's why I think you should focus on capturing Talas and start building it into a major trade hub. By controlling the flow of coin, you control the families. It'll be much easier to get them to join you that way."

"What's so important about Talas?" you ask.

"The waterways. Ques Rokof, One of the largest rivers in Rezo flows through Talas. Starts in Vot Rokof, flows through Vot Tikve, then branches into Totaz, Stad, Haz, Romo, Rovda, Radras, and most importantly, Vot Rezo. Build a trade fleet, and you'll control all water-trade flowing to the provinces."

"Will that not upset Lord Rokof we take away his income?"

Aoa holds up her hands "We aren't saying that! Merely encourage the other families of Tikve that their best option for trade is to do it through Taruvik. We have routes to other provinces, we have the fleet to transport their goods, and the forces to protect it. And they are much faster than the land routes. I would recommend starting in Talas, then using them to open relations with Niktorak. Word through the Rezmodla caravans is they've been itching for better trade contracts."

You turn to Aswanei. "And do you agree with this?"

Aswanei shrugs. "I say keep doing what you're doing. Colonize the northern settlements and use them as a pushing off point to keep pushing until you take the coastal towns. You'll be able to open up sea routes that way."

Aoa frowns. "That would mean a lot of wealth."

Aswanei smiles "True, but it will give our soldiers plenty of combat experience, and it gives us access to the sea."

"Sailing around Rezo would be more time consuming that sailing through it."

"It's not just trade I'm thinking about" Aswanei waves a hand "It's the raiding" she rubs her fingers together "All those foreign lands full of slaves and plunder, families will come to us for trade! Not to mention it would mean we don't have to commission Gamin ships to sail our aspirants looking to complete their rites. We could just build our own. More citizens, more recruits, more Sagura. More sagura, more larger scale raids to get them all bloodied up for Rokof, and ourselves."

This may sound greedy but...
Why not both? We can take Talas and use the money we gain from that to strengthen our military,then we push out towards the sea.
Hell if this river is really a major supply route for many cities than we can also simply cut supplies from cities wish to attack in order to weaken them.
It may seem like these are mutually exclusive but their solutions to each other, the army is expensive, but focusing on one city makes us weaker. If we do both then while it may provide a weak spot, we should be able to raise the troops to cover it.

I'd say Aoa has a point though.
Talas is a unique opportunity that won't be ignored forever. Both Navozem and Rokof are in prime position to put their flag there, and it's only a matter of time before one of them does.
Armies run on Cold, hard, cash. That's something we desperately need to keep up with Rokofs Edict, and it's not like we wouldn't be on the warpath still.

We still have bandits to clear.
We still have have disappearing assholes to hunt down.
We still have Waka to raid and Suzo to deal with.
We still have to build a fort in Tog to secure the border with Gamavo.

The primary difference here is that we wont be able to reclaim Arglos in any meaningful way for while.
Without Arglos, any strong incursions into Vek Sotau will end with Sazoga under Siege. If we wish to advance to the east in any meaningful way in the near future should we take Aoa's advice, we'll need to come up with a creative solution.
That said, I still think it's a good idea.
Rokof's demand is clever in it's unreasonableness. It makes us and by extension him, more powerful. It also keeps us desperate and under the heel. By developing our economy, we gain a bit more autonomy and flexibility.

Frankly, we've been on the back foot for years at this point. We've constantly had to take the most expedient approach. For once we have the opportunity to step forward and put down some roots for long term plans. Aoa's Talas plan offers that.

The leklos approach the ruins with some trepidation. The Sopros have moved on, and they have left an apparent pall over what's left. The city is still empty, but the rank and file murmur how the city itself feels wrong, as though the touch of the Sopros has seeped into the stone.

Avyaga has dismissed such claims as she can feel no such 'wrongness' in the walls, but will nevertheless be busy establishing wards to alleviate the concern of the soldiers.

Lady Kavonika forms a leklos from the kobolds and gulpa in the city garrison to the site. Avyaga remains to aid in demolishing and rebuilding efforts. The kobolds and rezan-kobolds start using the recovered materials to build a sturdy outpost on cleared land, and have set up some rudimentary defenses that will be added onto throughout the year but should be enough to protect against Shardfall by the time it arrives.

Avyaga has returned to Kolchaff when the basic construction was completed.

Well now we learned an important lesson, use our people instead of sitting on them. Tgis means we ought to focus on clearing out the local territory first. Raise a leklos of 1 Tovaru and 6 Sagura, half spear and half crossbow. Put them on clearing duty. Go for the node closest to the capital and move from there.

Look into building some food improvements in Talas to get numbers up and talk with Ssoolaku about enslaving criminals. More slaves, more money.

I think we should make use of our library a bit and enact an old policy, we're running a bit low on our slave population but some of that can be negated by enacting Staggered Work Quotas, as extra resource output is always a good thing and this edict just gets better as we grow and get more slaves.

Scouts report back. The location marked by Suzo is an abandoned mine. Whoever once worked this seam is long gone. It has since been replaced by a band of bandits, using the rocky terrain to hide their camp.

Though they have no walls, there is only one way for an army to bring its soldiers in, and they no doubt have laid traps

Only one way to get in? Maybe, but that rocky terrain looks pretty climbable to me, we might not be able to charge in well because of the choke point but we can rain arrows on them from above.
Why don't we just put a bunch of crossbowmen atop the rock outcropping and rain arrows on them? They would be unable to escape the constant hail of arrows while out crossbowmen can use the outcropping as cover by ducking back. We can then position a bunch of enemies at the only exit to the camp and slaughter or enslave anyone trying to escape.
Given how easy it seems I say we raid this camp and see what we can gather from the mine and figure out if it's still worth operating. This should also give our crossbowmen battle experience and open their minds to spotting vantage points to fire from.

Yeah, Unfortunately we won't be able to fully surprise them and kill them off before they notice out crossbowmen... Oh well, guess we'll just have to rain down arrows with less accuracy.
If we fight them at the entry and box them in and ensure they cannot leave we can still rain arrows if we surround their camp with bowmen and start firing waves of synchronized arrows down on the camp making their only options being hit by an arrow from the sky or run into a wall of soldiers and swords, this way they're playing by our terms, not theirs, giving us a severe advantage.

It's grim work, but it gets done. Whatever experience or skill the bandits have, they are not Tovaru. As their defensive line crumbles, the crossbows loose a rain of bolts from above, disrupting any attempt at cohesion, and the battle devolved into a desperate melee as Tovaru hack apart defenses, armor, and flesh with equal precision. That is to say, messily and painfully.

Harla presents a map of the world. She used some of the seized funds to comission a minor naval family for this raid. They do not have the resources or abilities of Gamin, and are thus limited to the following locations.
The Valkyn holds are stiffly defended by the plant-people, but for those who manage to crack it, will attain wealth from captives and plunder not seen anywhere else in the world.
The Hwaesi island is sparesely populated and has little material wealth, but the hwaesi themselves are a strong folk that are always in high demand from families in need of sturdy war-thralls.
The Westerland island kingdoms are a fractitious lot, and the raiding force may get lost in some local war, but are reliable for gathering both slaves and loot if things go well.
The southern coast of westerland holds many exotic goods and treasures, but are heavily defended by sea and by land. A tough target to hit, and the locals are fanatically loyal to their lords to the point they will choose suicide over capture. Bad business.
The Unusrasa Trade Port flip flops from hostile and cordial to Rezan vessels depending on who is in control and if they are at war with one of their neighbors. If the reigning Sirassar is on friendly terms, they may just pay a tithe of their servant castes for the slave holds so we'll go away. If not, it will be a bloody affair.
The Eastaland tribal lands are a mix of primitive nomads and ever changing civilizations. Sparse pickings in the best of times, and is more of a last resort for a family that has no money or warriors to spare for a proper raid.
